  3.项目背景Project background
  为建设翠亨新区公共文化高地,立足建设国际化、现代化、创新型城市新中心定位,以服务粤港澳大湾区文化需求为目标,进一步扩大文化供给,以翠亨新区为建设重点,依托翠亨新区起步区马鞍岛作为深中通道落脚点的优越地理位置和交通条件,建设一批跨区域、跨文化辐射力和影响力的知名文化设施,打造成为服务湾区的公共文化中心。
  In order to build a public cultural highland in Cuiheng New District,based on the positioning of a new international,modern,and innovative city,it aims to serve the cultural needs of the Guangdong-Hong Kong-Macao Greater Bay Area and further expand the cultural supply,relying on the excellent geographical location and traffic conditions of Ma'an Island-the starting area of Cuiheng New District as the foothold of the Shenzhen-Zhongshan Pass,a number of well-known cultural facilities with cross-regional and cross-cultural radiation and influence will be built to be the public cultural center serving the Bay Area.
  为高标准、高水平推动翠亨新区公共文化设施建设,以“网红打卡点”方式塑造城市形象和城市名片,特开展“翠湾文化艺术中心建筑方案创意征集国际竞赛”,公开征集具备国际视野、高水平、高标准的设计方案,以指导翠湾文化艺术中心的建设。
  In order to promote the construction of public cultural facilities in Cuiheng New District with high standards and levels,build city’s image and business card will be shaped by means of“an internet-famous site”,the“International Competition of Architectural Scheme for Cuiwan Culture and Art Center”has been launched to publicly collect design schemes with high-level,high-standard international vision to guide the construction of Cuiwan Culture and Art Center.
  4.主要工作任务(最终要求以《竞赛技术文件》为准)

  (1)竞赛阶段设计范围及主要工作内容
  Design scope and main work content in the competition stage
  翠湾文化艺术中心项目选址于翠亨新区起步区未来大道东侧,与翠湖公园毗邻,东至翠泽路、南至和惠路、西至未来大道与点翠街,北至集翠街,占地面积44793平方米,计容建筑面积为67189.5平方米。该项目包含展厅(城市规划展、创意展览、艺术品鉴、文化交流)、演艺厅(歌舞、交响、主体音乐)、报告厅(主体讲座、学术交流、会议活动)、图书阅览(图书馆藏、档案馆藏)、文艺培训、商业配套服务等多种功能,为多馆合一的大型公共建筑。项目总投资估算金额约为6亿元。
  Cuiwan Culture and Art Center is located on the east side of Weilai Avenue in the starting area of Cuiheng New District,adjacent to Cuihu Park,with Cuize Road in the east,Hehui Road in the south,Weilai Avenue and Diancui Street in the west,and Jicui Street in the north,covers a site area of 44,793 square meters,with a floor area of 67189.5 square meters.It is a large-scale public building with multiple functions,including exhibition gallery(urban planning exhibition,creative exhibition,art appreciation,cultural exchange),auditorium(singing and dancing,symphony,music),lecture hall(main lecture,academic exchange,conference activities),reading room(librarians and archivists),literary and artistic training,and commercial supporting services.The estimated total investment of the project is about RMB600 million.
  建筑方案设计内容包括但不限于建筑整体布局、道路交通组织、竖向设计、绿化景观设计、公共空间设计、建筑单体(或群体)设计、地下空间设计以及绿色建筑、投资估算等内容。
  The content of architectural design includes,but is not limited to:the overall layout of the building,road traffic organization,vertical design,green landscape design,public space design,single building(or group)design,underground space design,and green buildings,investment estimation,etc.

  (2)竞赛中选后续工作
  Follow-up work after competition
  中选方案单位应在竞赛概念方案设计成果的基础上,吸收其他参赛方案的优点,并根据专家评审意见、竞赛组织单位意见及相关部门意见等,对竞赛设计方案进行综合、完善,形成优化成果。
  On the basis of the deliverable of the conceptual scheme competition,the selected unit shall absorb the advantages of other competition schemes,and integrates and improves the competition design scheme based on opinions from expert review,competition organizer and relevant department,and forms optimized deliverables.
  二、竞赛规则
  II.Competition rules
  本次竞赛工作分为两个阶段进行:第一阶段为资格预审;第二阶段为竞赛设计。
  The competition work is divided into two stages:the first stage is pre-qualification;the second stage is design competition.
  1.第一阶段——资格预审The first stage——pre-qualification
  (1)本次竞赛采用公开竞赛的方式,公开接受符合参赛资格条件的境内外设计单位(包括联合体,下同)的参赛申请。
  Open competition is to be adopted for this competition,openly accept applications from home and abroad design units(including consortium,the same below)that meet the qualification requirements for participation.
  (2)由资格审查委员会对参赛申请单位提交的资格预审申请文件进行审查,采用记名投票方式择优评选出4家正式参赛单位进入第二阶段竞赛设计阶段。
  The qualification evaluation committee evaluates the pre-qualification application documents submitted by the applicants,and shortlists four formal participants for the second stage of design competition.
  (3)择优评选出的4家正式参赛单位将收到由竞赛组织机构发出的参赛邀请函。
  The four formal participants shortlisted will receive invitation letters from the competition organizer.
  2.第二阶段——竞赛设计The second stage——design competition
  (1)4家正式参赛单位按后续发布的《竞赛技术文件》要求开展设计工作,并按时提交正式设计成果文件,每家限报1个设计方案,正式参赛单位以外的设计单位报送的设计方案将不予受理。
  The 4 formal participants shall carry out design work in accordance with the requirements of the“Competition Technical Documents”subsequently issued,and submit the formal design deliverable on time.Each unit shall submit only one design scheme.The design scheme submitted by a design unit other than the formal participants will not be accepted.
  (2)由方案评审委员会对提交的所有设计方案进行评审,采用记名投票方式评选出各参赛方案的名次,其中第一名的参赛方案为本次竞赛的中选方案,由中选方案单位完成后续方案整合、优化工作。如第一名方案难以达到本次竞赛目的,中选方案可以空缺。
  The scheme evaluation committee will evaluate all the submitted design schemes,and determine the ranking of each entry scheme by registered voting.The No.1 scheme is the winning scheme for this competition,and the winning scheme unit shall complete the subsequent scheme integration and optimizing work.If the No.1 scheme is hard to achieve the purpose of this competition,the winning scheme can be vacant.
  中选方案单位不能履约或放弃中选的,参赛保证金不予退还。竞赛组织单位可以根据专家评审结果按参赛方案排名顺序依次选择其它参赛方案为中选方案,或中选方案空缺。
  If the winning scheme unit cannot fulfill the contract or abandon the selection,the participation deposit will not be refunded.The competition organizer can select other competition scheme as the winning scheme or vacancies in the order of the competition schemes according to the expert review results.
  三、参赛资格条件要求
  III.Requirements for Qualifications
  (1)必须具有经合法注册并在有效期内的营业执照或开业证明;必须具有独立法人资格。有以下关系的设计单位,不得同时参赛:法定代表人为同一个人的两个及两个以上法人;母公司、全资子公司及其控股公司。
  There must be a legally registered and valid business license or business certificate;must be qualified as an independent legal person.Design units that have the following relationships may not participate at the same time:The legal representatives of two or more legal persons are of the same person;The parent company,wholly-owned subsidiary and its holding company.
  (2)本次竞赛不设资质要求,参赛申请单位应为综合实力较强,在中国境内或境外具有较高知名度,并同时具有同类型公共建筑设计经验的设计单位;
  There are no qualification requirements for this competition,and the applicants should be design companies with strong comprehensive strength,high reputation in China or abroad,and also have the same type of public building design experience;
  (3)本次竞赛接受联合体形式参赛,联合体成员不超过2家单位。联合体参赛时须提交联合体协议,并在协议中明确联合体的主体单位。联合体各成员签订《联合体协议书》后,不得再以自己名义单独参赛,也不得组成新的联合体或参与其他联合体,否则参赛资格无效。
  This competition accepts participation in form of consortium,with no more than 2 members.The consortium must submit a consortium agreement,and the main member of the consortium should be defined in the agreement.After the members of the consortium have signed the Consortium Agreement,they can no longer participate in its own name,nor can they form a new consortium or participate in other consortium,otherwise their qualifications of participation will be invalid.
  四、竞赛日程安排
  IV.The competition schedule
  1.2020年10月9日—10月22日:发布公告,接受设计单位提交资格预审申请文件。
  October 9-October 22,2020:Announcement will be issued to accept the design unit to submit prequalification application documents.
  2.2020年10月下旬:对资格预审申请文件进行评审,确定正式参赛单位。
  Late-October 2020:Evaluate the pre-qualification application documents and confirm the formal participants.
  3.2020年11月4日—12月22日:参赛单位开展方案设计工作,竞赛设计周期约50个日历天。
  November 4-December 22,2020:Participating units start to work on design scheme,and the competition design cycle is about 50 calendar days.
  4.发布会暨现场踏勘时间计划安排在2020年11月9日。
  The press conference and site survey is scheduled for November 9,2020.
  5.专家评审会时间计划安排在2020年12月24日。
  The expert evaluation meeting is scheduled on December 24,2020.
  竞赛组织单位保留调整竞赛日程安排的权利。受疫情影响,竞赛组织单位将对具体会议时间节点、形式作适时调整,届时将以竞赛组织单位发布的通知为准。
  The competition organizer reserves the right to adjust the competition schedule.As affected by the Covid-19 epidemic,the competition organizer may duly adjust the dates and the ways to the specific meeting time as may be necessary,at that time,the notice issued by the competition organizer shall prevail.
  五、竞赛费用
  V.Competition fee
  1.竞赛费用Competition fee
  (1)中选单位(即第一名)将获得由竞赛组织单位支付的概念创意方案费用300万元(含后续方案整合费用,人民币,含税,下同)。
  The selected unit(i.e.the No.1)will receive RMB3.00 million(including the integration cost of the subsequent program,in RMB,including tax,the same below)paid by the competition organizer.
  (2)第二名的参赛单位将获得竞赛组织单位支付的成本补偿费100万元(含人民币,税,下同);
  The No.2 participant will receive a cost compensation fee of RMB1.00 million(including RMB,tax,the same below)paid by the competition organizer;
  (3)第三名的参赛单位将获得竞赛组织单位支付的成本补偿费60万元。
  The No.3 participant will receive a cost compensation fee of RMB600,000 from the competition organizer.
  (4)第四名的参赛单位将获得竞赛组织单位支付的成本补偿费40万元。
  The No.4 participating unit will receive RMB400,000 of cost compensation paid by the competition organizer.
  注:参赛方案经评审委员会评定为无效方案的参赛单位,将不能获得相关竞赛费用。
  Note:Participants whose competition scheme is reviewed as invalid by the evaluation committee will not receive the relevant competition fees.

  刚刚(10月9日),翠亨新区官网发布《翠湾文化艺术中心建筑方案创意征集国际竞赛》公告,曝光了一所占地4.5万平的翠湾文化艺术中心和占地5.91万平的体育馆。
  这意味着,继榄菊湾区博物馆之后,马鞍岛一次性再迎来两个重磅级文化配套设施。
  投资6亿,占地4.5万平
  打造多馆合一的文化新地标
  翠湾文化艺术中心项目,选址于翠亨新区起步区未来大道东侧,与翠湖公园毗邻,东至翠泽路、南至和惠路、西至未来大道与点翠街,北至集翠街。
  项目占地面积44793平,计容建筑面积为67189.5平。

  5.91万平的体育馆也现身
  马鞍岛首个宜居生活圈,熟了!
  不到2个月,10个利好,马鞍岛的热度从未降下来过。
  从7月开始,高定位、高起点、高标准建设的翠亨新区,就成了中山万千宠爱之地。
  在近几个月的一系列“骚”操作后,在最近深中通道出口一带,随着翠湾文化艺术中心浮出水面,马鞍岛一个“小湾区综合生活圈”,已渐形成。
  如果你细看此次公示,会发现在翠湾文化艺术中心西北处,还有一个5.91万平的体育馆,比翠湾文化艺术中心还大。
  图上可以直观看出,以翠湖公园为中心,这里所打造的北部综合性生活休闲中心,正形成一个完整的宜居生态圈,望前海生活圈已现雏形。

  接下来岛上其他品牌项目,将相继入市,岛上无疑将越发火热。
  写在最后
  这一年以来,随着深中通道稳步推进、万科西湾汇的热销,以及岛上大开发,马鞍岛已然成为中山最炙手可热之地。
  上月开,岛上地块在激烈竞争中高价拍出,一方面看到各大开发商对于马鞍岛信心,另一方,也是房地产市场回暖的重要信号。
  种种讯息显示,2020年,中山将建设国际化现代化创新型城市新中心、打造面向大湾区的城市客厅和窗口门户的希望,更坚定地放在了翠亨新区上。
  细数而言,中山对于马鞍岛的期许,有“六个一”:
  一流的生态环境、一流的城市基础设施、一流的政务服务和营商环境、一流的产业和龙头项目、一流的公共服务配套、一流的创新创业人才,最终目标是建设“国际化现代化创新型城市新中心。
